A Melbourne hospital is in line for a half-a-billion dollar makeover if Labor is returned to government in Victoria.

Premier Daniel Andrews and Health Minister Jill Hennessy pledged the $562 million, 11-storey addition to Frankston Hospital on Monday.

"This will have 120 additional beds, it will have two floors completely dedicated to better mental health care," Mr Andrews told reporters.

The redevelopment will also include two new operating theatres, 13 new emergency department beds, expanded child and maternal health services and more mental health beds.

Frankston is one of four marginal electorates known as the sandbelt in Melbourne's southeast, but Ms Hennessy said investments had also been made in the Labor-held west.

She pointed to the Mornington Peninsula's diverse population, including a "baby boom" and retirees, as reasons for the redevelopment.

By 2032 it is estimated about 3000 babies a year will be born at Frankston Hospital.

A feasibility study on the redevelopment was finished earlier this year, with work to start in 2020 and be finished by 2024.
