Queenslanders owe $1.23 billion in unpaid fines but the government says the agency tasked with getting it back is making progress.

Queenslanders owe a whopping $1.23 billion in unpaid fines but the government says efforts to recover the money are working.

Police Minister Mark Ryan says the amount of money owed to the State Penalties Enforcement Registry (SPER) is up on the $1.19 billion it was owed about a year ago.

But he says SPER is doing a better job at debt recovery, and the growth in unpaid debt has more than halved since 2013-14.
